ABSTRACT

E-governance is transforming public administration by leveraging information and communication technology (ICT) to improve transparency, efficiency, and citizen engagement. Despite its potential, numerous challenges hinder its widespread adoption, particularly in developing nations. These include the digital divide, inadequate infrastructure, cybersecurity concerns, resistance to change, and limited digital literacy. This paper explores the primary obstacles to effective e-governance and proposes strategic remedies, such as enhancing digital infrastructure, strengthening cybersecurity frameworks, promoting digital literacy, and implementing interoperable systems. By addressing these challenges, governments can unlock the full potential of e-governance, fostering inclusive, transparent, and efficient public administration.
