ABSTRACT

People’s engagement has become a worldwide phenomena in the discourse of development and public administration during the past several decades. With the majority of India’s population residing in rural areas, the notion and practise of peoples’ participation in rural development and public administration are of paramount importance. The difficulty, however, comes in the fact that rural residents participate insufficiently in the overall policy-making process in terms of rural development and local administration. In this context, the present essay investigates the notion of people’s involvement, highlights the hindering factors, especially in rural India, and offers suggestions for overcoming the barriers to people’s participation.
