ABSTRACT

Urban local-self governments are not only the practical form of grassroots democracy but they are focal points of urban expectations too. These institutions are omnipresent and are popularly known as province, region, departments, country, parish, shire and municipality, etc. all over the world. In India, they are identified by Municipal Corporation, municipal council, municipal board, municipal committee, etc1.Urban governance is vital for urban citizens as they come in contact with urban politico-administrative leadership for daily and basic requirement, e.g. water, sanitation, housing, entertainment, transport services as well as cultural activities. Efficient urban governance is more important than union and state governance. People living in citizens depend upon urban governance for most of their activities and hence there is need of transparent, efficient, accountable, ethical, economical administration along with the participation of people which on the one hand promotes the spirit of belongingness among people and on the other hand economies the working of urban governance2.
